Arguments:
object a_owner - Event handler owner
string a_element - DOM element. If the parameter is undefined, then the event handlers of all DOM elements of the given owner and event are removed.
string a_eventName - The name of the event to remove. If the parameter is undefined, then all events of the given given owner and DOM element are removed.
